First you have to ask yourself :"is someking good for your health?" ---the answer is "no"..that's why it's haram..so..yes..the muslim woman can smoke..and a man too..and not just muslim people..everyone can..but it just not good for them!

so smoking is haram in any way if you are a woman or man it doesn't matter on your gender...
