The Sith are an ancient order of Force users specializing in the use of the Dark Side of the Force. As such, many give into the darkness they use, and become selfish and wicked beings. They have, for hundreds of millennia, been the adversary of the Jedi, and the former Republic.
Some two hundred+ years ago, they took their latest incarnation, in the form of the Holy Sith Empire.
At the top of the Empire is the "Most Divine Subjugator of all matter, His Imperial Majesty, The Great Holy Emperor, Darth Oblivion, Dark Lord of the Sith."
The emperor is a very hands-on ruler, overseeing many of the Empires campaigns, and researchings. However, he cannot rule by himself, so the Tiers of Power fill in the gaps.
Tier Zero: The Emperor Tier One: Royal Family Tier Two: Princes of the Empire (Sectoral Leaders) Tier Three: The System Lords (system administrators) Tier Four: Viceroys of Oblivion (Planetary Magistrates) Tier Five: Reagents (regional officials) Tier Six: Lord Mayors (City leaders) Tier Seven: Citizens of the Empire (The highest class of civilian, with the most rights and privileges)
Power is assured by the above tier carefully watching the actions of the tier below it. Any sedition by a Government official is punishable by incredibly painful and creative public executions. After all, a leader must be an example to his people.
All positions are appointed by the tier above it. While this means there is no political freedom, there is still open forums for Citizens to partake in. Officials are encouraged to listen to the will of the people as long as it is fitting within the parameters of Imperial law and mentality.
The only mandates forced on the people are to Serve the Emperor, and embrace the teachings of the Sith Religion; and the second is only necessary for citizenship.
The Sith are highly miliaristic, placing a great importance in the strength of their navy.

Citizenship in the Empire.
There are two classes of civilian in the Empire: Denizens and Citizens. Denizens are the lower class, who have not explicitly proven their valor and love of the Empire and Emperor. It is arguable that they have more social freedom since they are not required to embrace the Teachings of the Sith. However, they cannot participate in the Forum, they cannot attend Sith Schooling institutions, own weaponry, or go into business for themselves. There is also a cap on the value of their estate.
Citizens have all these restrictions removed on the conditions that they: Embrace the Sith Religion Complete a tour of Duty in the Imperial Defense Force or otherwise demonstrate their worth to the Empire,* or are a chosen candidate for the Scholomance (Sith Lord Academy)
* Interestingly enough, this means that a simple crop farmer, if the right people are at the right location, can be declared a Citizen before a wealthy merchant.
Rule Structure of the Empire. The Emperor rules from his Temple on Erebus, which was towed by the Republic to Galactic Sector 0-0-0. There are two types of planets in the Sith Empire, Fully Sith, and Conversion Worlds.
Fully Sith words are where the vast majority of people are Citizens of the Empire. These worlds are ruled from the surface, and free to leave/approach with verbal clearance from the local space defense platform.
Conversion Worlds are still undergoing the process of unification. All government officials live in space stations or starships for their own safety. Traffic to and fro these planets is strictly regulated.

Sith Military/ Defense Force The entire organization is called the Legion of Oblivion
The Sith Naval Forces are impressive indeed. Much more emphasis is put on the Navy than army, since the Sith are, by a far lead, a space-dwelling people. It consits mainly of Sith Star Destroyers, along with allied vessels.
Sith Marine Corps: A branch of the Navy, the Corps's primary function is the defense of naval strongholds.
Sith Commando Corps: A branch of the Navy, Sith Commandos are sent on solo operations, or in small teams when sending an armada would be against the Sith's best interest.
Sith Mechanocorps: A branch of the Navy. The Sith Mechanocorps consists of pilots, drones, fighters, and mobile Suits. The elite of this branch are then pulled into the Crimson Diablo
Crimson Diablo: Are the ace pilots of the Sith. It is said, they are so good, they paint their vehicles red, as to attract the attention of the enemy, and garner more kills. One Crimson Diablo is easily worth a squad of normal pilots.

Species of the Empire
Human: The Empire's majority is human, through no act of Xenophobia, however.
Sangheilli: A warrior race from Sanghelios, and distant offshoot of True Mandalorians. Since many of hold high positions within the Empire, they are nicknamed, "The Elites."
Lekgolo: Originate from several worlds in the Deep Core. They too, are a race existing almost entirely within the Legion. Given their deployment preference, they go by the name, "Hunters," and always hunt in pairs.
????: It is clear to many people in the Empire that the Royal Family is not human. But what are they?
Xenomorph: A race constructed by Oblivion to guard several key locations in the Empire.
Grue: It is pitch dark. You are likely to be eaten by a grue.
