It's delayed since there's not enough Haruhi sales. Season 2 comes out after they have enough money for production and all that crap. Plus , they try to get dubbing money before making the season. So it's going on and off for awhile before a definate answer

Like it was said, it will be made when it gets enough money. But i'm soooo getting impatient for it. it's going to be awesome. You all saw the preview right? the one where a live-action Haruhi and Kyon are caught on school security cameras at night during the 'quad-scribbles' insident. (i wanna see the new character that has Haruhi's powers!)
