My friends have this ex racehorse, thoroughbred quarter horse cross, and everytime they ride her, she charges. How can I help them fix it? any tecniques? Advice?

That doesn't make sense. Thoroughbred racing is for pure thoroughbreds and the same goes for quarter horse racing. And by how do you mean charges? Like charges at other horses, people, other animals like dogs? Or do you mean just runs off with them?
IF this is an actual ex racehorse, you should contact a trainer who deals OTT horses, as re training a OTT horse is different than how you would train a horse that hasn't been to the track.
Also, what makes the horse run off with them, like is it when they put any leg on the horse? When they try to use rein? If they get into a certain position - like two point? Is it after a certain gait, like from the trot? A sudden noise that makes the horse bolt? Is it just when they mount the horse?
