This section is for whenever one of us finds a problem or a future problem in the guild. Bring it up here and we'll have the entire crew discuss it. Unless you are unable to get on, you must take part in such discussion since you are a crew member. It is one of the responsibilities.
Note: Also, if you don't participate then you don't get a say at the end result. Just like voting for the new president.

Ok. The number one problem that we're having. Whether to go back to the old rank system or use the new one Lox made when the guild started.
The old system makes it so that genin could only use E and D with one or two C ranks. Now I talked to a few people and I can see the benefits of this. However, there are also downfalls such as assumptions of which character can do which jutsu which could cause slight trouble quickly.
The new system is where genin can use E, D, C, and one B rank. Now this one makes it so that it's easier to defeat a person if it's the right jutsu which limits creativity and actual skill. With that, it can make it non-fair to use because if one genin has a uber B rank but the other doesn't then that limits their success at victory. However the system does make it without assumption and quite clear on who can do what and why. This is good because then we as crew won't have to go through every character made and determine if one can use this for this reason but not this for that reason continually.
After taking everything into account, I have personally chose to do any method. My problem however are 1) We have people used to this format. and 2) If we change it now that means people at the chuunin exams may not deserve to be chuunin since most jutsus, as far as I know of and pretty sure of, were C ranked jutsus and at least one genin used a B rank for sure. Not counting the Nine-tails either.
So we need to discuss how we're going to do things and finalize it. Making the system perfect before we do anything. Also, until we finalize this I will not start up the Chuunin Exams because if we decide to change it either in the middle of the exam or at the end then that would cause alot of trouble and unjustice.

I have a few sugestions that may make this a little easier, thought it might make things more complicated for us mods.
when it comes to the 1 B rank. we can make it so they actually have to sweat over using the jutsu, for instance kinda like we do with the Rasengan. If they want to use a B rank they need to sweat over it.
also, if they want to use C rank consistantly, instead of only one or two, how about we make it so the Kage of that village decides. for instance, we all know that Haruka, my kaguya, is most definatly not Genin level, even though his actual rank is genin, i think if ((in this situation)) bluen gives his consent then The higher rank genin should be able to use C rank just fine, but only one or two B rank, we could even keep record of it in the crew forum

Well the problem there is that if we do it so genin can use only a few C ranks then there is no chance for them to be able to use B ranks at all.
And also, theres a slight flaw in the other plan. I understand where your getting at but think about it. if you had knowledge and acess to a certain jutsu. Would you really think that the permission from a kage would determine whether they could use it or not. It doesn't make sense. My stats allow me to use a B rank jutsu that I know but I need permission to use it? If that was the case then those jutsus would become forbidden jutsus which would become S ranks.

This is why we have limitations set in place. There are those genin who ever participate in a chuunin exam, or do and do not succeed in the exam. A great example, is Kabuto, who never passed the chuunin exam and remained a genin. not because he couldn't but because he alterior motives. Now, as we all know, Kabuto can rival Tsunade to a certain extent. That is amazing for a Genin!
Now, with that being said. At some point in time in a genin's training would have to stop being so fruitful because of the limitations of the jutsu they can use. Eventually, every Genin will have to become a chuunin ranked, whether by passing the exam (the easy way) or by being an exceptional genin. In this case, I use another example. Naruto himself. When he left the Leaf vilage to begin his training with Jiraiya, he was a genin, and when he came back, he was still a genin. However, he was much stronger and more like a chuunin (which, even though it is the second lowest level, it is still a pretty significant achievement).So, i think we need to take into account a lot more than what rank they are and so forth. I also think, there should be an automatic rank up level.
Let me explain that. Through training, you get e-points which you can apply to any stat. Well, instead of making it so you only become a chuunin (jounin and so forth) based on passing the chuunin exam, we make a way for genin to advance in rank through all of their training.
Now when one becomes a chuunin through the exam, they get stat bonuses and everything. What I am suggesting is that, through everyday training and applying e-points to their stats (all of them would be calculated, not just one) that that they could be considered for a rank up, with no stat bonuses.
That being said, we should make a set limit they would have to achieve, stat wise, before being considered for the rank up. Ex. CP: 200, Str: 150, etc. Then, if the genin can get to that point through training, they can request to be ranked up to chuunin. They would not get the bonuses for the chuunin level because they would already have good stats, but then, they could continue their training and begin using higher ranked jutsu and so forth.
Now, I do see a definate problem with my plan, and that is, Buying E-points. It would be very easy for someone that is active to just go and buy all the points necessary to get their Genin to the predetermined stat levels so they could request being ranked up. With that in mind, we would not evaluate the advancement soley on their stats, but on their RPing ability, and we would have to see how they actively role-played and deserve to become a chuunin. This way, those who deserve to be get to be instead of, "Oh, you poor genin. You got matched up with Shukoshu in the Chuunin Exams. "
Does any of this make sense?

I think that some semblance between character rank and jutsu rank should be maintained. I think it is a cop-out for a Genin to train their a** off and be officially considered a Chuunin. It is stated in the canon manga that in order to officially become a Chuunin, your Taichou or Jounin-Sensei must recommend you for the Chuunin Exam and you must pass, otherwise you remain officially at Genin rank despite your power.
Take Sannin for example. The highest rank they could hope to achieve is Elite Jounin because there exist no higher rank than that other than Kage, despite the power level. I did not count ANBU because ANBU is not a specific rank either; we've seen ANBU consist of numerous ranks ranging from Chuunin to Jounin.
If we allow Genin the use of B-rank jutsu then we open up a gate of justification. The only way I would really be comfortable with allowing Genin to use anything higher than a C-rank is if they had special training, and even that is stretching it for me.
I believe it would be best to keep the Genin using just C-rank and below, but not capping the amount of C-rank that they are allowed to do. We can continue on normally by if we think a jutsu is too powerful for a C-rank, then we up the rank. Simple as that.

I am going to say that rank has nothing to do with the skill you can use, the whole canon series is a testament to that. i think that if someone truely has the strength to pull it off then they should be allowed to do so, if that were the case then Naruto would have died a LONNNNG time ago.

And yet the ability and jutsu that those characters used and attained were governed by one man, Kishimoto. He was the only one who had influence and could make anything he wanted and could determine the outcome.
However, with us, we have a multitude of minds and imaginations and people with different time-schedules. If characters were allowed to train unchecked, then their strength could grow overnight into something god-like, and there would be nothing we could do about it. You'd have official Genin characters user S-ranks or something.

That is not what im saying in the slightest. I think we should keep more of a check on all the genin for instance, Kabuto is a genin, but his stats show that he is in fact way superior to one. I think there should be a point where you throw out rank, and a insanely strong genin should be able to use a B rank
just my opinion though

h jeese, you guys are really making me think today aren't you?
Okay, I'm going to say that I'm going to agree with all of you and here's why.
I understand that B rank jutsu may be a little high for genin, even though I personally want to use one for Tsukiko, I'll say it really isn't fair. So I'm going to back off on wanting to use a B rank. But on the other hand, I think it would be fair for some, some being the key word here, C rank to be allowed to be used. This is where I agree with PrettyBoy. In Sasuke's case, he was specially trained to learn the Chidori (B rank?) but he was only able to use it two times then he was maxed out. And I was talking about something like this to Ignorant earlier and there are some very big flaws when it comes to training to be a Chunin instead of going through the Chunin exams. (<--Insert agreeing with Haku here)
And if someone has worked really, truly hard to build up the stats of their genin... Why the heck would they not pass the Chunin exams? (Karu does NOT count!!)
Even though it's a great idea, I'm going to say that I wouldn't want a Kage (MOD) being able to say that a genin has the right to use a higher rank jutsu when there is a possibility for abuse on the MOD's part. And I'm not saying that anyone would, it only a flaw that I see; because no one can go and say that they wouldn't be tempted to let one of their genin characters have a high rank jutsu.
But here's something else, if one person has just come up with a B rank jutsu that they want to use and it's pretty moderate, border-line C compared to someone who's been waiting to come up with a really good B rank that is definitely a B rank jutsu... Who do you think is abusing that rule?
This is why I say that genin should be allowed to use some, key word, C rank and no B until a Chunin.
So, something along the lines as a mix of both?

I agree with Kuma, but then that also opens up the gate of justification where other ranks can do the same thing. Like Special-Jounin who can use up to B-rank, they can make jutsu that are borderline A-rank. I think everything should be left as it is before the whole system is thrown out of whack with our potential experimenting.

Heres the thing. We really can't just limit on who can do what. In the end it's not fair. And who are we to say how hard one trained compared to someone else?
I think that canceling the B rank stuff aside. We must decide whether or not Genin will be able to use C ranks or not.
Also, Ignorant. There is one way for a genin to use B ranks or higher. basically dropping all other ranks and that is if such nin left their village and became a missing nin or a wandering nin. However I believe if you join another village then you must take the chuunin exam. But then it will kind of be useless since you would have probably already used a higher ranking jutsu and it wouldn't make sense for a nin to know and use a jutsu but stop using it because he's back in the village.
Also, If you don't understand what i just said then don't worry because i don't think I said it write either.
