Anyone can create a new thread, but not for the locations that already exist. That means, threas can only be created if they are outside Glasgow! Threads will be moved to the appropriate area of the city otherwise.
When creating new threads keep it to city/country names only. If you character is travelling from somewhere else to Glasgow, post in the thread location he will be arriving. There is no need to open a new thread for that.
