The P.A. system crackles to life, and a smooth, strong voice streams through, albeit with difficulty. "Ladies and gentlemen of the Overwatch, a new mandate has been passed: It is now my duty to review with you the basic information of the Overwatch Organization to further prevent casualties and losses of more S.C.P.s or equipment. While I feel that Base Training and Psych One should be sufficient, this is out of my hands. Thus, I, Doctor Kliener, will now review with you the basic rules: Rule the First: Procedures and protocols in place for the S.C.P.s are not to be violated by anyone for any reason. This is in place regardless of class and/or rank. Rule the Second: Obedience to higher ranking personnel must be forthcoming, immediate, and executed to the best of one's ability, regardless of one's safety. If in conflict with Rule the First, First takes priority unless recapturing or securing an SCP. Rule the third: Except when done in experimental environs, fraternizing with sentient S.C.P.s is strictly forbidden. This concludes my part of the review. Senior Officer Hedge will now take over."

"Thank you, Kliener." A new voice, much more nervous in tone, bellows from the com. "It is my duty to review with you Object Classes, and-" There is sharp feedback. "My apologies; it is my duty to review Object Classes, an integral part of our Containment Protocols. Please pay attention." The man on the other end clears his throat and begins. "Of the three object classes, Safe is the lowest and least dangerous of caution levels, and it goes to show of our organization's aptitude that extreme caution should still be practiced around them. To observe and experiment with Safe classes, all you need to do is find a person one rank higher than you and obtain permission, then undergo a basic screen." The man takes a deep breath, mutters an “Alright,” and shuffling paper can be heard. "Objects of Euclid class are designated as such due to extra-dimensional or otherwise strange origin. While dangerous only to those moronic enough to trigger them, you will need to fill out a level 2 form, as well as request an observation team to observe any sort of experiment you wish to perform. This is in addition to the procedures that should be followed for Safe class objects." He pauses again to breathe and shuffle his papers. "Keter class is not the most dangerous, but rather the most unstable of the three classes. It is advised that you fill out form D, write a last will, and confer with your supervisor before entering the containment rooms for Keter class objects. This is, of course, in addition to the requirements for the other two classes. Furthermore, I recommend any Class D personnel to fill out last wills as a precaution in any event, due to the hazardous nature of your purpose."

"Ahem, that concludes my review. Now, Doctor Newman will review clearance levels."
Another voice takes over, this one clear and sharp. "I'll get this over with quickly so you can return to your positions." He says with a voice much more clear than Hedge's. He clears his throat and speaks.
"LEVEL 0: Standard operating personnel. Personnel at this level are not permitted any contact with an S.C.P. object; breach of this protocol will result in termination of the personnel involved.
LEVEL 1: Standard security clearance level for staff involved in the maintenance of a S.C.P. object. Level 1 clearance is usually appended with the S.C.P. the personnel have clearance for (e.g. 1/173)
LEVEL 2: Clearance level for staff involved in overseeing an S.C.P. object. Appended with the S.C.P. the personnel have clearance for, separated by a dash for those with clearance for multiple S.C.P. objects (e.g. 2/173-847)
LEVEL 3: All general security staff for Site 19 or any other site housing a S.C.P. object are required to have this level of clearance and are permitted access to all non-Keter level S.C.P. objects.
LEVEL 4: Command-level personnel; permitted access to all non-Keter level SCP objects. Further, Class D personnel are specially handpicked persons who are the only ones who may handle Keter-class objects. Due to the nature of your position, Class D individuals are either memory wiped with an existing S.C.P. or simply terminated at the end of the month and replaced with new recruits." There is a chilling pause. "That is all for the review. Have a nice day."
The P.A. clicks off.
