I'm under specific rules to use 3 psychics and 3 fires, so this is what I've created:

Protect can be a very useful move on a lead pokemon, and it works well with Wish to provide a pseudo-recovery option. Focus Blast seems a little out of place on a support set, especially since you should really be running the fug away from whatever it's hitting for high damage.Torkoal - Support/Wall/BombExplosion

This looks more like the Spinner/Tank than the Spinner/Sweeper, and that's mostly due to Recovery. The Sweeper usually forgoes the second STAB in favor of Bolt/Beam.

Well, this is different. Having several common weaknesses and a 4x to two VERY popular types means that Magcargo really needs to tread lightly. A somewhat humorous weakness to Stealth Rock, low Special Defense, and low HP really isn't helping any either.As of now, it's around a 7/10; not bad, but it could be better.
As you can probably tell, I'm not a big fan of Magcargo, but I'll respect your descision to use one. In my experiences against it, it's a one-hit neusance at worst, and an opportunity to set up and tear the opponent a new one at best. Maybe your experiences differ from mine, but it's far from intimidating. Should it get to battle, it should do fine; especially since your opponent is most-likely following some kind of stipulation as well.
With all these slow pokemon on your team...have you considered Trick Room?
