This is something that I have been wondering about for a while.
I know that he goes into this mode when he is getting ready to kill Teppei Hojo in Tatarigoroshi-hen.
I think that in this mode, he uses his genius-level intellect to make his plan to kill Teppei.
I also know that this mode was cut from the anime, due to the obvious mistakes Keiichi made during the murder (Stupid Studio Deen!).
I also think that KOOL Mode is based off of the Reality Marble's from Tsukihime and Fate/Stay Night, like how Rumiko Chie is based off of Ciel from Tsukihime.
