In 1973 the U.S. government began a program to study alternative forms of gathering information on enemy nations. This alternative form was a psychic ability known only as "remote-viewing". "Remote Viewing" is the purported ability to psychically "see" events, sites, or information from a great distance. I.e. the ability to see far past the limits of the ocular senses, for example being able to see things in china as they happened while in Central America. Great successes came from this program known as Star Gate. Though alas the government felt as if their unorthodox method was a little too unorthodox to stay associated with. So, they cut the program's funding. The experiments continued, under third-party funding. The Idea of using psychics for espionage was not the united states alone. The Russians had done similar experiments previously in time. Porbably another reason not to associate with the concept. Now, after two decades of this program it was disbanded, and soon after declassified to the public eye. In 1995 the world could easily access information about the discontinued program.

This program ended, but in it's wake something far more superior arose. President Clinton felt as if the psychic espionage racket was promising enough to further develop. So, he started an organization specifically for it. Government funded and only the highest cleared could even know it's name. This oranization was the Department of Psionic Espionage and Intelligence, or D.P.E.I.. They gathered army, navy, marines, cia, fbi, and all with even the slightest hints of operant psychic ability to this new organization and it flourished faser than any ever established. Soon other countries caught on and began or restarted similar agencies in order to keep up; they all are interlinked under a specific code of coduct. Recently, there have been strange events occuring causing operancy in many normal humans. It's possible that The Order has resurfaced and is attempting to create more powerful killers to elminate the competition.

The following information is completely need to know:
In January of 2006 an occult organization known as the order of abbhorrance staged an attack on the Miami division of the Department for Psychic Espionage and Information. A great deal of our best agents died that day to include Major General Crowne the late director. Her daughter is the true concern her daughter was a decendant of one of the great order clans known to harbor the Phoenix gene. We have not informed her of her mother's death yet. Lt Col Eric Kerrigan has taken temporary comma d of the new Miami branch until our new operative arrives to relieve him of command. Our next greatest issue is that kerrigan's access codes where used in the attack however he was on a black op with recently commisioned officer lt Hayes. An Investigation was iniated and through our findings Deputy director kerrigan was exonerated. The organization is slowly regaining balance.
