We all have opinions on what TES5 should have, but what should they get rid of to make it a better game?
Here is my list.

Beggars - The satisfaction of helping an old pixelated lady wears off after the 200th or so coin.
The guards internet connection - I'll steal something in Imperial City then go to Bravil and the guards will know EXACTLY what I took, do they have the freaking internet or cell phones or something? Come on Bethesda get real.
The fast track system - I liked the system in Morrowind much much better, more realistic, I want to WALK to the place I'm getting not click and I'm there, plus the mages guild needs the money they make from their transportation system.

It would be interesting to see what life would be like without a public guard system, maybe they're likely to not have one in The Black Marsh.

Get rid of the encumbrance system!!! Or at least make the encumbrance limits more liberal. I know it's a trademark of the series and serves its purpose, but for pack rats like me it's just a god-awful nuisance that makes the game a lot less fun at times.

I do like the fast travel but they need to throw in more options for other forms of transportation instead of just fast-travel (which should have an option to turn off), don't make the game were it hand-holds u so much, a little is great, but with these crazy pop-ups like of i have just found cave that i was sent to investigate, and then when u enter cave it pops up better look around, crap like that. o i do like the map marker that leads, but have it where u can turn it on/off. more that i could think of but i don't want to sound all whiny.

Cyrodillic Brandy shouldn't be so bloody rare in Cyrodill. I mean, come on! It's perfectly understandable if it's hard to get anywhere else but not in the country it's made in.
