Scizor looks good for the most part, but my concern is the lack of another physical attack move, and the usage of Substitute. Care to explain yourself a bit further?
I have nothing really to add to Hariyama. It looks usable and effective for the most part... but my question is... why leftovers? it works great to keep hariyama alive, but it works completely against reversal. neutral

First off, let me point out that Lonely is an okay nature for naturally fast mixed sweepers, but is bad for generally anything else.
Now that that's out of the way, let's get to the rating.
Scizor:Tech-boosted priority is a nice trick, and max attack should ensure you deal out some hefty damage on anything not resistant. The main problem that I see is, like Bluix pointed out, Substitute. There's nothing wrong with the move itself, but it doesn't fit on this pokemon. If you aren't running the fug away or find yourself the time to set up a sub, you should really Swords Dance. That being said, going with only one attack move on a pokemon you designed to sweep opponents is a VERY bad idea that can lead to YOUR team being swept. Scizor doesn't have alot of options, but he does get a powerful STAB in X-Scissor, Quick Attack, Pursuit, and Double Hit. All of these, save the first, benefit from the Technician boost and provide a tiny bit more neutral coverage, which is really all you should need after two Swords Dances. 6/10: Should work fine, but it could be better.
Hariyama: I like gimmicks, and at a competitive level you can sometimes pull them off while your opponent is expecting something else, but in this instance the gimmick isn't worth it. Belly Drum without some kind of support is a HORRIBLE idea to begin with, and given Hariyama's bad speed will likely lead to a KO before you can even set it up. With Trick Room support, I can see this set working wonderfully and easily tearing apart opponents left and right, but without that it gets shut down too easily. 3/10: Too easy to take down; a wall of HP does not a good pokemon make, especially when you throw half of it away, or more likely give your opponent a free turn to screw with you.
