Ok, What is that thing hanging off of hish sholder spiral badge? and how do I make one?

I'd say use clay, shape a flat piece into that then use some brown clay, white, cream, and white to make the rest.

The swirl is part of the Uzumaki Clan symbol but I couldn't tell you what the rest meant, sorry.
