I can't say for sure, and I don't have any exact words in mind, but I feel like she was going to tell Harry that she was sorry. I mean, we know that was actually really jealous of her witch sister, so I am assuming she was jealous of Harry also. Maybe she finally felt bad for all the things she and her family put him through.
