Land of the rising sun. Japan, Tokyo especially, has been considered to be at the edge of the technical world, new ideas and inventions popping out of thin air like there is no tomorrow. So, It's no surprise that a large percentage of the Virtuoso in the world reside in Tokyo itself. Not only that, but R.E.F.U.G.E.'s main headquarters lies in the middle of Shibuya, unknown to most of the world and almost inaccessible to any who are not R.E.F.U.G.E. members. Tokyo is a large city, sectioned into made different parts, which all have thier own little personalities despending on where they are.
Only a few districts will be put up in the beginning but more will be added if need calls.
