Tap abilities, if you have a car that reads "Tap: Target Creature or Player is dealt one damage" and you enchant him with another card that reads Ënchanted permanent has "Tap: Target creature or player is dealt one damage" Can you use both abilities in the same Tap?

If an ability reads "(R)(U) Tap: Target player loses one life and discards a card" Does that count as both a mana and a tap ability?

No, and No.

The long answer for your first question:
You may only choose to activate one of the two abilities. Once you do so, you tap the creature as the cost of the ability. Since it will then be tapped, you can't use it again until it untaps.

The long answer for question 3:
Mana abilities are activated abilities that give you mana. Llanowar elves, Birds of paradise, and Izzet Signet are all examples of permanents with mana abilities.

Abilities that cost mana in addition to tapping are not mana abilities (Imperious Perfect or Lin Sivvi, Defiant Hero's abilities for example), nor are abilities that only cost mana (The Ravnica Guildmages and Sivvi's second ability for example).
