"now that we have all the villages complete we should probably have a treaty paper thing that we all sign" Kuruk took out a paper with 6 spots for signing. "will you sign?" he asked them.

Chuin pulled out a sheet of paper that read:
These are the rules of the Village Treaty:
1. No Village should attack another for no apparant reason.
2. An attack must be consulted and agreed upon by atleast 5 fellow ninja.
3. No attacks may occur between ninja without both's concent.
4. Damage may only be delt in means of sparing, self-defense, or if the other eggs it on.
Chuin laid it down, not signing it. "Any other suggestions?"

Chuin looked up from the paper, looking into Kuruk's eyes, with deep intimidation. "Then what is the point of tracker ninja? To me that defeats the purpose of this whole thing. A village can easily plot to start a war, but no one will know with out spies.." Chuin said monotone

Chuin's eyes shut. "Ha, I wouldn't waste my time, plus, what is the reward of a fight like that? Losing one of the Nation's best ninja? Not very smart. My guess is I take my leave now, we will finish this later. You other Kages may discuss this, as for me, I have a village to run."

Chuin stood up, taking his walk back to his village. As he left, he used the Bijuu's chakra to spell I will be back on teh floor in sand.
