ardboard and paper mache come to mind first.. which would be good if it wasn't so thin. I mean, you could try, it's a fairly cheap method.
Oh! better idea! Use the thin pvc pipes, bend them into the basic shape of the sword, get some of that aluminum screening for window screens and mold them into the basic shape of the sword around the pipes. make sure it's secure, and to do so you might need to sew through sew of the screen. Then use paper mache over the screen. Or an air dry clay like paper clay, which IIRC is pretty light too.
I just.. wouldn't swing it around too much or play fight with it. And with the jostling you'll get at cons anyhow.. I'd take some extra paper mache or paper clay and paint to do patchwork as needed.
