Once a military base for Ironfist to conduct his experiments, Lunar City is a now a place for civilians. Ironfist converted the base into a city in order to turn a profit. The citizens of the city have no fear of Haze invading due to the fact that Haze hates space travel. Ironfist still maintains a handful of labs and factories in the city but leaves the rest alone.
