This is a large room that uses a combination of paper maps, tactical relief maps, holograms and actual terrain tables to run battles and simulations between groups of people, shinigami and hollows. This is where overall strategy is distilled into tactical orders to achieve a goal. There are computers linking the various groups together and this is where authorization comes from to release the limits on the Captain Level Shinigami when they are on Earth.

Across the hall from said Tactical HQ room, there is another door that leads to a large room filled with dummies and other gear for training. This is where members can assemble to Practice their combat techniques as well as Squad maneuvers, by constantly practicing and using these strategies over and over the squad learns to make up for each others weaknesses and supporting each others strengths. Te wall opposite of the entrance to this room is non-existent leading out to a courtyard with even more room should more squad members require training.
