Seras Victoria. From Hellsing. She's got a rack. Not the problem. The problem is that her shirt appears to do unnatural things...

Wish I could find a manga picture, but oh well. Picture:

See? It looks like her boobs are in her pockets. I don't want to do that. That's weird. But I'd still like to figure out how to make the shirt so that my boobs pop out but the the shirt lies mostly flat under them and along my breastbone...if that's possible.

Note: If you reccomend darts, please. Speak. Very. Slowly. And. Clearly. For overconfident noob.

Well, there's one very good thing about your reference picture, there. It basically tells you where to put the seams. There's that seam that starts somewhere under the bewb pockets and goes to the bottom of the shirt, but not to the top, suggesting darts. Believe it or not, this will make your life a lot easier.

Start by making the shirt without the darts in it. Don't bother finishing the bottom hem, yet, since you'll be sewing perpendicular to it. Then, find a friend and put the shirt on, inside out. Grab some pins. Have your friend pin the shirt together to form the darts so that the seam will be where the picture shows that seam.

You'll probably want to do the same on the back seam. The bugger there is that you'll want that "dart" to go the entire length of the back, from the collar to the hem.

Using this method, you'll be able to adjust the shirt until it looks right on you. Trying to squeeze your body into an existing shape almost never works. When possible, custom tailoring is the way to go.

NOTE: do not cut off the excess material from forming the darts until you have tried the shirt on right side out and are confident you have the tailoring the way you want it. If you need to pick out the dart and try again, you'll be much happier you left that final cut until the very end.
