Sadly, there isn't a utopia of active members on Gaia, which all the top guilds visit to recruit from.
It's up to captains to set up forums that appeal to members and motivate them to post and come back and post again, and to go out and recruit hard.
As the number of guilds has grown it has become harder for guilds to recruit active members simply by having an interesting premise or promising contests etc. Those things can still be important, but you can't rely on them alone.
So it's a question of what kind of a forum attracts and motivates 'active' people. There isn't a simple answer to this, either, but a few discussion threads about your guild's theme and a chat thread or two are fair places to start.
It's okay to start small, and it's far more important to have a couple of threads that your new members can all post in rather than a dozen highly organised information stickies.
It's also okay, and possibly quite useful, to get a couple of your friends to come and post for a bit to give the illusion of activity as you go out and recruit. But also remember that you don't start with active members. Even if they are active in other places on Gaia, they won't automatically add your guild to their list of daily haunts.
One thing that will keep them coming back is if they see their posts being replied to, so it's important to engage with your members early. In the beginning stages of a new guild, the worst thing the captain can do is sit back and hope to watch the community develop by itself, because it won't. It's not even like a plant you can water - if you want its roots to grow, you have to get right in there under the soil and stretch them downwards yourself. smile
