Well, I suppose it would depend on the relationship you already have with this girl. If she's already a good friend, try to slowly get as close as possible, then ask her if she wants to go out sometime. If she's not a friend, try to find any excude to talk to her. Get to know her better. Then follow the same as if she were a freind. If you can't find a reason, get one of your friends to become friends with her, then there's a conenection. If she says no, don't feel sad, she could really still like you, but there could be other reasons, good luck, hope other people add to mine, I'd lke to give you options.

Then my suggestion is to find a good situation. Where you too are alone and not likely to be interupted, and just talk, find out about her intrests. Look for signs that she's into you. Laughing at all you jokes, brushing an arm hand or other part of her body against you are two sign. If she doesn anything your not sure about, ask me I could tell you what it probably means. After you're sure she's likes you too, find a VERY secluded place to tell her that you've liked her for some time, and still do. She what her reaction is. If your lucky She'll say the same. If you're not, She'll be polite and say no. Most likely she's not going to embaress you about it anything. When you tell you you like her, tell her she's perfect. Compliment her on her personality, or other parts about her. (This does not mean saying 'I like your boobs...'). If you do that she'll probably be ok with going out with you, but remember, even after your going out with someone, small meaningful moments are what keep a relationship together, equally coupled with the spark.
