Last November marked my sister's 1st anniversary of not being with us... And last week my mother began complaining about a plate that my sister made her years before that continues to fall off the wall for no apparent reason. She has come to the conclusion that it is my sister who keeps knocking it off of the wall, but I'm not entirely certain that this is the case.
She's complained of ghosts and restless spirits in her apartment since moving in nearly two or three years ago, and this I can accept, since her apartment does have it's quirks, and some unusual things have happened. However, some of it may just be negative karma and ill planning on her part, rather than a vengeful spirit (my older sister was never really a violent person in life, and I doubt that she would be in death. She loved my mother, even in spite of the ugliness that took place after her death), so I'm curious whether it's a spirit of malcontent or simply a guilty conscience of a mother who feels like she has to be able to fix everything?

Not sure. But in another guild I have been checking out, someone did come up with a theory that certain polterguiests are attracted to negative (psychic) energy, so if there was some turmoil after your sisters passing, there is always that possibility that something else was attracted and is using your mom's feelings as its source
But I don't think it is your sister either

That's always possible. My mother blames herself for my sister's death, though she had nothing to do with it. But any part my sister might have had, if she really cared that much would have been resolved once my mother did what she should have done after the funeral.
As for the negativity, that's believable since my mother is a rather negative person who is always blaming others for her problems...and the dead are easy targets, but then she was having similar problems before my sister's death (which generally had to be my father's fault; a man who died in '05). However the excessive drinking doesn't help matters, and really she's one of the most negative people I know...except one of her older sisters. And yeah, there was loads of turmoil in my sister's passing...which led to even more since my mom became so nasty that no one wanted to be around her.

i would try and put the plate somewhere else and see if it falls. mot things are just like a lose nail or a hole in the wall that got streched from the hanging plate.
or if someone is trying to cominatace thats just a good way to do it.
and your mom carring around all that negativiity maybe she should see a consuler?
