Description: Panacea Nostrum is a moderately-sized terrestrial planet orbiting a yellow dwarf star at an optimum distance to allow for three states of water, the full range of habitable climates, and a stable range of temperatures from day to day. The planet is basically the perfect setting for a utopia. It possesses a small population, about ten thousand people, with a self-sustaining economy, whose civilization centers around the Hall of Co-Aligned Planets and the local Mirai Stargate Platform.

Originally uninhabited, the planet was chosen for its ideal conditions to be the location of the Hall of Co-Aligned Planets. The Mirai placed a Stargate in a temperate region of the northern hemisphere's largest continent and colonization began. Its first citizens immigrated from every Co-Aligned Planet except the Mirai and Orai. A short time later they also gained independence, forming the Inter-Planetary Union (IPU), an organization attempting to join all the nations of the galaxy under a single beneficent democracy.

Still, the central feature of Panacea Nostrum is the Hall of Co-Aligned Planets, a massive, circular building of offices surrounding a central chamber with seating for the representatives of every member of the Co-Aligned Planets. The Stargate, located about two kilometers to the east, is surrounded by the commercial and government centers of Panacea Nostrum and the IPU.

There are also two developing networks of space docks, referred to as the Space Dockyards, at the first and second Lagrange Points nearest the planet. These offer regular shuttles services to the planet and can dock anything up to a large space freighter (7x7x20km). They are both hubs for incoming and outgoing traffic even with the Stargate on the planet's surface (which mostly handles foot traffic).

The Office of the Peace maintains order in the name of the IPU. At the Stargate and the shuttle ports, they collect all ranged weapons and explosive devices, which are banned on the planet (but not on the Space Docks). In exchange for the proper ticket, these are returned as the ticket holder leaves the planet.

Captain Thomas McNeill of the Konigserker Republican Army emerged from the Stargate with a team of 7 other soldiers. They walked down the steps and were immediately stopped a pair of blue-uniformed, but unarmed, men. Humans.

"Office of the Peace," the one on the right declares. "You'll have to turn over your rifles, pistols, and any other ranged weapons or explosive devices in your possession. They will be held by the Office of the Peace until your departure." He hands them a yellow metal card, "Just present this here after the gate initializes and your weapons will be returned."

Thomas eyes the two suspiciously for a moment then turns and nods to his men. After a few minutes of disarming, 8 MACAW rifles, 8 Fistguns, 16 hand-thrown fused-delayed explosive devices, and a few dozen spare energy packs are being cataloged and checked by another pair of Officers of the Peace.

Thomas watches them handling his weapons for a bit, then tucks his ticket into a vest pocket and takes stock of the immediate area. "Okay men, Hall of the Co-aligned Planets." Thomas and his men set out in a loose formation to find the Konigserker office in the Hall, an easy task given the multilingual signs and ideographs pointing the way.

Thomas's mission is to make contact with the Konigserker diplomatic envoy to the Hall to gain intelligence on a contact that can provide the Konigserker Republic with a supply of Stargates. He's looking for an intermediary to the Mirai or the Orai who can provide a supply of Stargate platforms to the Konigserkers without making it public.

Marching down the hallway is a Naira Vice Admiral who looks extremely cross. Followed up by one of his staff who is trying to keep pace the Admiral starts shouting, "How dare they keep me waiting! If my father was still alive they would have to see me when I see fit."

He continues down the hallway, passing the offices of many different Hall members (including the Konigserker).

The raging Vice Admiral is Tiberius Quayym, the first born son of the previous Naira king's second wife. Becuase of the peace that has been in existance for more than two decades many officals see this as a chance to decommision many of the old battle fleets. Also, with his half-brother on the throne Tiberius's position in the royal family has been lessened and his fleet is one of the ones selected for decommisioning. He has come to the Hall to fight this decision.

Randgrid stepped off her ship into the Dockyards, leaving her crew and her ever-moving home behind. In exchange, she would represent her race to a galaxy of new acquaintances-- some potential friends; some potential foes. But for now, all she was to look for was business. The Randir fleets were eager to explore, and ready to trade...

Randgrid stepped off her ship into the Dockyards, leaving her crew and her ever-moving home behind. In exchange, she would represent her race to a galaxy of new acquaintances-- some potential friends; some potential foes. But for now, all she was to look for was business. The Randir fleets were eager to explore, and ready to trade...


Unlike the planet below, the Dockyards has no weapons restrictions, trusting its inhabitants to recognize the risks of weapon discharge in the confined environs of a space station.

As Randgrid debarks, a gray-skinned humanoid straightens his uniform and approaches Randgrid. "Officer of the Peace," he displays a palm-sized gold badge, "Please state your business in this system."

Noting the size of the ship Randgrid just debarked and guessing her to be an official by her uniform, a Konigserker intelligence operative pats the CROW pistol in its concealed shoulder holster, straightens the IPU Officer of the Peace uniform he's wearing, and walks up to Randgrid. "Office of the Peace," he says as he presents a (false) badge, "Please state your business in this system." The operative has orders to reconnoiter for transport ships capable of carrying Stargates and to determine if they would be amenable to the Konigserker's goals.

"Bureaucrats," Conall Tristan's low voice carries with surprising clarity as he strides along a half dozen paces behind the admiral, "it's as though their only purpose is to slow things down." Ignoring the admiral's entourage, Tristan looks squarely at the admiral.

But when politics enters the bureaucracy... that is when "things" get truly fouled up. Do you know of what the Naira and other 'minor' member worlds are currently planning in regard to their military powers?"

He then sized up the man who had grabbed his attention. "I am not familiar with many people here. Who are you?"

Tiberius was too enraged with his own people to feel indignant about being approached by a random person here at the Hall. It's obvious this person engaged him in conversation for some reason and at the moment is was a welcome distraction.

The Admiral's feathers obviously ruffled he continues and walks to Conall, "As for me I say it is premature if it should be done at all. The IPU is too loose an alliance too be secure. Those worlds with less political influence here feel that leading the disarmament cause will increase their clout and allow for a more unified "police force."

Tiberius calms down a bit and shakes the man's hand. He then wraps up, "This a delusion. We'll all be swallowed up by a weak rule of diplomats and bureaucrats if the military is reduced in this sad state of affairs. You seem like a man who's seen action; do you really feel the same?"

Intrigued that one of the Mirai approached him, Tiberius sees this as a chance to gain some standing independent from the Kingdom of Naire. He is not going to allow himself lose face or title.

Duke, Vice Admiral, Doctor of Horticulture, Geology, and Terraforming. Tiberius Quayym held many titles but being Vice Admiral is how he first garnered true loyalty from others and was not about to lose that to those who wanted this false peace.

Besides which, it might be useful knowledge for the Mirai, and Dimer in particular.

Conall continues to proffer a hand to shake. "We do things a little differently," he says with a knowing half smile, "so I can't really say I share their feelings, no. I take it you and your half-brother don't see eye to eye."

Conall is very interested to hear about the plight of this military leader in light of a disarmament movement. All citizens of the Unified Empire are in the Imperial military in some way so demilitarization is a foreign concept to Conall and something that greatly intrigues him, especially where it might leave a nation defenseless. Besides which, it might be useful knowledge for the Mirai, and Dimer in particular.


Tiberius finishes shaking the hand of the Mirai. "My half-brother, the King, sees this as a chance for peace and security for the governments that were once in constant conflict." The Admiral let some resignation enter his voice, "While an IPU policing fleet would keep old enemies from ruining each other with force, it doesn't prevent it here in the hall via politics. It's a flawed and stupid idea." He then began to growl with irritation, "And he feels that decommissioning a fleet that is commanded by a noble will, " he attempts to impersonate the king, "'set an example to our fellow leaders of hall member nations.' Unity through fear is corruptible and will never last."

Tiberius regained composure again and chuckled a little. "I bet the Mirai leaders would look at this situation and laugh."

I'll meet with them immediately whether they like it or not." He threw the aid the direction of the Naira office and returned to Conall.

Tiberius stilled himself. "One leader, one people... yet the Mirai joined the Hall," he pointed out. "This place will be it's own ruination... one way or another." The duke sighed then straightened himself, "It was quite interesting to speak with you Conall Tristan. Perhaps in the future we'll speak of things more substantial than just my state of affairs."

He nodded in respect to dismiss himself as he would then head off to confront the officials in the Naira office.

He knew the Mirai were exactly the kind of nation that would take advantage of the weaken military power that this proposed policing force would induce throughout many of the worlds in the IPU. This thought both worried and interested him. He still wondered what exactly caused Conall to approach him but his own plans come first for now.

Tiberius was intrigued with the Conall and now the Mirai as well. He knew the Mirai were exactly the kind of nation that would take advantage of the weaken military power that this proposed policing force would induce throughout many of the worlds in the IPU. This thought both worried and interested him. He still wondered what exactly caused Conall to approach him but his own plans come first for now.

Conall returns the nod and heads on to the Mirai office. There he is greeted by Lt. Col. Dimer Morcel, his superior and long time friend. Conall relayed his conversation with the Admiral Duke Quayym and Dimer relayed his conversation with the Lord Mirai.

Dimer's ship, the Blue Hell is in orbit of the planet, but not in the Docks. Dimer has just spoken with the Lord Mirai about his plans for the ship and her crew. Their objective is purely exploratory with a (standing) secondary goal of expanding the Stargate network. Conall does not feel that Quayym poses a threat to the Mirai, but he may prove belligerent so some oversight is necessary.

Randgrid eyed the humanoid suspiciously, but without any expression. Her innate Randir telepathy gave her a sense that someone was amiss about the stranger, but she did not feel threatened.
"I am here to represent my people. The Randir are eager to establish diplomatic relations and to offer our services of trade and mercantile."
