Goal:
The Shinobi wars will take place in Amegakure during a time in which the country is split between Pain's forces and Salamander's. The Shinobi from North Amegakure (WoTS) under Salamander have been assigned to capture the base of South Amegakure. Likewise, Pain has ordered the South Amegakure shinobi (Shinobi Changes) to capture the base in the northern part of the country.
These bases are located at key points which will allow the armies of the other faction of rain country to invade with little problems, once the bases are under their control. The outposts and enemy bases will be needed to kick off the invasion, so destroying them will result in mission failure. The outposts do not need to be captured to complete the mission, but they provide each team strategic advantages.
