A whole chicken? Hmm, not sure, but you can cook a whole chicken in the oven, in a slow-cooker if its big enough, deep fry it whole, etc. I would think, steaming it would take quite a while.

Yes you can but be careful. At work we have a steamer and you can cook almost anything in it. At home I would suggest small pieces or cut into sections to steam. When checking to see if you chicken is done give it a few seconds then check if it is done, if you check to see if your chicken right after steaming it you will burn yourself or get an improper reading on the thermometer. If you have a bamboo steamer instead of water make a mixture of chicken stock and wine, this will make a very tasty chicken.
