He's not weaker, it's a color balance thing so that when people go to select monsters, they'll know what level they should be at. Obviously to a CL 10 Landy would be Green because he is about at the most 1 or 2 cl higher...

but you cant fight landy at CL 10 anymore....you have to be 7.1 or 7.0 and lower to fight him. And he moves around like buzzkill does, but worse XD its so hard to find him anymore.
