Rinoa has two Limit Breaks, actually. She starts with Combine, using Angelo, and gets new moves through Pet Pals. Later she gets Angel Wing, which isn't nearly as useful...
Zell has Duel, doing a sequence of moves you enter through button combos, and he learns them through Combat King magazines. It's also my favorite Limit Break in VIII. 3nodding

Selphie = Slots
Irvine = Shot
Laguna = Desperados
Kiros = Blood Pain
Ward = uh....
Edea = Ice Strike

And Ward's limit break is called "Heavy Anchor". also, in the short time he's in your party, Seifer's limit break is "Fire Cross"
i think thats all of them
