Ok, I've done most of the heavy lifting in the creation of this guild, but I still need your help! Both R.E.F.U.G.E and "The Agency" do not have perfectly solidified HQs. So, here's what I'm going to do, you all are going to tell me where you want them!
keep in mind, These HQs do need a couple things.
1. Secret Locations (places they are unlikely to be)
2. Defensive advantage (places that are hard to reach)
3. Large amounts of space (hey, there's a lot that goes on in these places
If I think of more (or if you guys come up with some) I'll add them to the list.
Here's what's going to happen, you guys are going to post your ideas below and I'll add them to a poll. The top three choices from the first poll will go into a SUDDEN DEATH round where everyone will vote again in order to pick the place.

I'd imagine that there would be a government building for The Agency in many countries. Where the central headquarters would be located? I'd imagine someplace like the U.N. in New York, since it's a government-type organization.
