Though it's a little redundant and self explanatory, an explanation is in order. This place, this Madlands, is actually an island. Before the 2012, it was known as Rikers Island, which was used as both a prison and an insane asylum. Disguised as a city, and housing both police and prisoner so it wouldn't draw attention to the fact that this, after Alcatraz, was used to house the World's Most Wanted. After the apocalypse though, nothing much has changed, except the prisoners and insane members of its asylum are free.
Years passed and the island became a place that the newly freed evildoers could call home, a violent and isolated home. Your see, there's one thing that has changed the way these people live. Because you might be wondering why N.Y.P.D haven't been able to ascertain and contain the prisoners. You see this island originally had a bridge, everything got in and out of the island using that bridge. Now, however, this bridge has been blown out, and is now protected by the fellow prisoners that inhabit the island.
Though Police have tried to get onto the island by boat, they have been able to stop him. Because, the cameras, the weaponry, and the security that used to bind them in their cells was now forcing them away from the island, quite ironic, really.
It is rumored that members of the Black Occult are recruited from this island, whether they are sane or not. H.A.V.E.N puts that in mind whenever something goes astray in Big Apple due to Black Occult. However, boats are useless for regular members. Luckily, however, if you're found to be infamous enough, they'll let you in scot-free, this is how a tiny handful of H.A.V.E.N members get in. The only other possible way to get in unnoticed is the bridge, but it would take superhuman abilities to get across....
