I have been trying to figure out how to use the ev system to get the move I want for my shiftry can someone help.

Hidden power rely on IVs, actually to the point in which it has already been decided which Hidden power and it´s power it will have at the second it is born.
That being said, it is more on the breeding than training, let´s say, IVs from the parents are ment to be a key factor upon this issue (passing those genes to the breed by means of ever stone)

Breeding for Hidden Power IVs is about as fun as getting punched in the d**k.

Well what I dont understand is how you can tell. Do you just give the pokemon hidden power and see if it worked?

hey, i'm not so great at explaining things, so here's a link to help you with your hidden power questions http://www.psypokes.com/dex/hp.php
scroll down till you see manual calculation, it's around the middle 3nodding
on that site, they refer to IV's as DV's, it's the pretty much the same thing but just a different name and more refered to in the 1st and 2nd generation of the games (DV stands for Deter value by the way)
