The only fish that don't glow are goldfish...
As for the mini-monsters, they should... but they just came out and who knows what Gaia might have in store...

As far as I know, rain's right - the only fish that NEVER glow are goldfish. Lots of others, however, glow very infrequently, including the winter snow crystal. It's been a very long time since I got a game with one of them. Same for arrow fish, cuttlefish, and most of the cheap fish in the market.
Glow rates for fish do change however. Gaia seems to tweak them all the time. Hermit cats have just started glowing again - I hadn't seen a single one in a game of booty grab in two months until this week. As long as they keep "tweaking" this game, nothing we know about how things work is reliable. If they wanted to tomorrow they could make the winter snow crystal the king of booty grab. I doubt that's going to happen, but it could.
As for mini monsters leaving drops, so far all fish have, so it's reasonable to expect they will as well. Can't say for sure of course, but I expect them to.
