this current format is WAY too reliant on speed and overwhelming power, and needs to be brought down a few pegs, especially after seeing the news from the national tourneys earlier this month.
what needs to be banned:
1. Dark Armed Dragon: even at one per deck, once its played its game over for the opponent 2. Judgment Dragon: in lightsworn decks, its capable of being summoned on the first turn, and it might as well be chaos emperor dragon >.< 3. Dark Strike Fighter: this synchro monster is the basis for nearly every OTK deck in play right now, as it is far too easy to summon in blackwing and turbo cat decks
what needs to be limited to one per deck:
1. Rescue Cat: originally a useless card, it is now the engine for the top-winning deck out there today, as it can be played thru summoner monk, and can quickly bring out 2 copies of x-saber airbellum for instant powerful synchro monsters 2. Solemn Judgment: one of the oldest traps is now being run in 3s to completely shut down any and everything, and trust me, they dont care about the life point cost 3. Skill Drain: this all-purpose trap shuts down nearly every deck, while leaving the user to freely summon.... 4. Beast King Barbaros: with skill drain active or if forbidden chalice is played on it, it virtually becomes a 3000 atk 4-star monster, or with all the special summoning nowadays, they can use the other effect to clear out the opponent's field in an instant 5. Allure of Darkness: for DARK decks, its pretty much their pot of greed, and they dont mind removing their monster from play if it means drawing what they need, and if played with necroface, oh lord >_< 6. Dark Grepher: this card makes summoning dark armed dragon almost effortless, 'nuff said 7. Blackwing - Gale the Whirlwind: with a built-in Shrink and self-summoning effect and the ability to be easily searched via black whirlwind, this is the runaway favorite tuner monster right now, and needs to be restricted to halt blackwing decks. speaking of which... 8. Black Whirlwind: this little spell is what makes the blackwing decks so dam strong, and can easily refill the hand with gales, kaluts, and vayu (coming in ancient prophecy) if 2 are in play, kiss your life points good-bye 9. Honest: this is the GOD of any lightsworn or LIGHT-based deck, usually run at 3s. if the opponent has left a weak LIGHT monster out, rest assured theyre gonna use honest on you
what needs to be semi-limited to 2 per deck:
1. X-Saber Airbellum: this tuner monster has become more popular and sought-after than even plaguespreader zombie for its godly use in a turbo cat deck, though plague is quite easier to summon 2. Wulf, Lightsworn Beast: this is the lightsworn deck's easiest summon thnx to the deck's ability to mill, and with 2100 atk, it can crush every low-lvl monster the opponent has set up
well, that's pretty much it. reply if u agree, disagree, whatever lol

I think you're right, and I also think that the new restricted lists will be out shortly after the ancient prophesy release, and that there will probably most of the restrictions you mentioned. I am still confused as to why "monster reborn" is limited, but call of the haunted and "premature burial" are forbidden, but I guess I just don't know what works with what.
