I have a suspect for who let Comander Cherenkov have the connection Gear that led to the incident two years ago.
I think it was Kevin, If you review the scene where Cherenkov has Flashbacks of the incident you can guess it was Kevin from the color and style of the mystery man's hair.

Yeah, I'm 99.9% certain it's Kevin. And also that Kevin is the Red Testament. The ODM hints at it pretty strongly in some spots.

Actually, there's no real proof Kevin's a bad guy. There's really no proof either way. I've seen some very suspicious things about Kevin and Wilheim that make me suspect he isn't all bad. That along with how he was when he and Shion were little.

i don't think he's bad either, i don't think that many people think he's bad, in fact he's one of my favorite characters in the game {along with a lot of other people! Kevin has a lot more fans then i used to think!!!!}

Kevin seemed sincere enough way back before he died and it confused me so badly when the hooded guy (who looked suspiciously like Kevin) was giving Cherenkov that device. I was like... ... what-is-going-on? ??? WHY WHY WHY WHY WHY????????? ... yeah that's what I was doing xp
