Summary: Your inventory leans towards darker colors and blues which is not unexpected. And you said you like blacks mixed with different colors, but there were some omissions, for example green, you did not mention that color but actually because of a couple of EI's you have 3 pages of green. Red does not seem to be a favorite or orange, indeed your inventory is highly weighted towards "cooler" hued items. I would say your biggest limitation and the reason you say your avi's look "weird" is because of the palette constriction imposed by the skin color you want to wear. So unless you change that you will always have to match it, but that is ok, it's just something to keep in mind when you see the sample avatars below.
Your second most limitation is the 7k budget. Obviously I cannot update your inventory with that kind of a budget so what I did instead was suggest things you could sell to make up for the low budget. Then you can quest and save for other things.

Style Overview: Roses, you like cool tones and calming colors, black, white and blue were the colors first mentioned. But there is another side to you as you mentioned in your color faves and that is pink and white. Pink and white, however, are also soothing tones, so you want to keep that in mind. I am not saying toss out all the warm colors, I am just saying to use them judiciously. I am going to make a couple of suggestions all in the context of you preferring to wear the blue elf skin. I suggest you update your hair style to the Girl's Modish Hair. It is similar to what you have now, but is not one of the "old" styles, it looks more like a modern Gaian. Also, it comes in very good colors so you can change at whim for only 25g. Also, you should always consider which mouth you choose. So I have used a couple different ones. Eyes can be changed easily now.
Next I am going to make some sample avatars but I am going to add items that if you like them you may have to quest for them. They are just suggestions though, to hopefully inspire you.

Sell recommendations: I think you should get rid of some of the colors that you did not mention in your favorite combo list. There are a couple items that are a bit outdated and/or hard to match. Why not sell them and then invest in items that you can match better in a variety of ways. The Experiment
