Two Imperial Rangers were somehow fighting each other. I didn't quite get it....

In the Anvil Mage's Guild recommendation quest, when the one women told me this was the end, I ran away and let the two Battlemages beat her down. An Imperial Horseman came barreling down the road and killed the two battlemages.
What did they do? They killed someone who has killed many people, and they get punished for it?
In the vampire cure quest when you give the cure to Janus Hassildors wife, Janus tells you to wait a day to get your reward, so I did. But Hal-Luirz, no matter how long I waited, she kept saying something like, "Please! Let the count have time to take in his wives death!"
I tried to kill her. She's essential.
