The 3rd Hanekage made his way to the top of the of the village's central building. All he had with him was a few small boxes of scrolls. He entered a now barren office. "I am gonna have to spruce this place up a bit..." Kashin meticulously placed the open scrolls along the floor. "Hai!" Kashin held a hand sign as bookshelves appeared along with a desk and paintings. He placed them on the wall and smiled proudly as he sat in his new desk.
As he sat back he looked at a picture frame that sat on his desk. It was a picture of his family, another with his first team he was on, and his first team he lead. The last picture frame was of the original four: Nekage, Hids, Soul and himself. "Time for me to make you all proud." He looked up from his desk. "Bring on the challenge!"
Sure enough his doors flew open as paperwork Azure had flaked on was dumped on his desk. "I didn't expect this..." The job already looked bothersome.

Little did Kashin know that all the paperwork was roll over paper work caused by all the damages Chaos did to the village including Azure's old office. There were forms that Kashin had to fill out that he had to explain why explanation forms for other forms were never turned it. Also little did Kashin know how long it would be before Chaos decided to blew up Kashin's new office.

"Damn it Chaos, Even in paper work you taunt me...." Every document needed a signature, stamp and twenty initials. Sure enough Kashin was destined to get many cramps. "Did Azure do any paper work? So many of these were sent during his time of leadership!"

Westly stuck his head in through the door, not of the Kage's office itself, but of the building in which it resided. I wonder if the secretary is Akuma instead of Ichijin now.
"When the Sandaime Hanekage has a free moment," he told the secretary, "tell him that the... Chuunin... Westly Morganna wishes to speak with him about a number of proposals regarding the future of the village." He smiled. "And yes, I've visited Azure often enough to know that he will likely never have a moment that is truly free, but as his secretary, please use your best judgment."
He performed a quartet of handseals and left one of his stranger clones to sit in the waiting room on his behalf. Westly himself left the premises to head back to his little laboratory. Between Chaos and the White Hand, war loomed like a dark cloud on the horizon, and so, from the lowliest Genin to the Kage himself, it seemed everyone was busy these days....

Sure enough the new secretary was actually of neither clan. Her name was Kotomi Jinchi. She was actually just hired by Kashin on a whim, when he had no one else.
"He is actually free right now. If you would like, you can enter his office."
Sure enough on the other side of the office doors Kashin and a clone were going through the papers. The clone was in charge of anything that needed explanation.

Westly turned around and blinked. "Ah. Right. Goes a bit faster when you don't worry as much." He leaned in conspiratorially towards the secretary. "That's why Azure retired, I think. Too much lost sleep. It's a lot of stress trying to decide who lives and who dies based on the stroke of your pen."
Smiling a bit too much like a used car salesman, Westly walked in and bowed to Kashin.
Kashin. Westly had never been quite clear whether that was a family name or a given name.
"Well. I'm glad to see you jumping right in." Westly pulled out a folder containing a sheaf of papers. "I have a few ideas I ran past Azure back in the day. All denied, of course, but...." Westly paused, searching for words. "Azure was very... he liked to shoulder the burden all himself. I think it got to him in the end. I may be wrong, but you struck me more as the type to delegate duties to those best suited to them. A side effect, perhaps, of all the years you spent working in teams, out in the field." He placed a pair of reading glasses on his face. It was more a psychological need to look the part of an accountant than any real problems with his eyes.
"Lists of cash crops indigenous to this region, lists of places eager to purchase our exports, plans on how to set up and protect trade routes to bring the two together.... Plans for improving security systems since we're already in the process of reconstruction.... A few possible tactics in our ongoing campaign against Chaos and the White Hand, and a couple leads in gathering intel thereof.... And of course, warrants for the arrest or neutralization of various rogues and missing-nin that require your approval and signature."
Looking up at Kashin, he removed his glasses. "This... may take a small while. Do you have any preferences on where to begin?"

"Everything up till anything Chaos is approved. I see no reason why those would denied. What tactics do you have in mind then?" Kashin sat back in his chair and the clone disappeared.

Smiling, Westly nodded sagely. "My hypothesis runs as follows: it is an art among my people to lay... curses, for lack of a better word, upon those who displease us. I intend nothing so gauche, but the underlying principles... the "voodoo doll", harming an effigy of someone and causing them harm...."
Westly shook his head. "I apologize, I'm all jumbled about. The point is, through a sufficiently potent sympathetic connection to a subject, one can affect them even more strongly than if one merely affected them directly. I think I can make a jutsu that could bring Chaos to heel, assuming I can find enough items to represent him. All of him, past, present, and future. Four items in particular come to mind.
Blood of his sister, for the humanity he left behind. Ichor of his vines, for the monstrosity he has become. The Sword Insanity for his memories, for the dreams of the past. One of the Spears he seeks for his visions, for the dreams of the future.
Collect these four things, and I could show you how to bind him forever or unmake him completely, as you never could even if he stood before you as I do now."
He tilted his head. "And as for the lead... I think I can find Kinala, the girl. I have met her twice in the field of battle. She knows me and remembers me, and I her. And thus, there is a connection between us, albeit weakly. Even now, when I close my eyes and concentrate, I think I can point to her, roughly." Westly removed his glasses and looked to Kashin. "I seek permission to assemble a team for these ends."

"Well Westly..." The Hanekage almost seemed troubled as he pinched the bridge of his nose. "Though I find this to be a unique tactic, I do not believe we can afford it at the moment..." Kashin got up and looked out the window. The view was magnificent as it overlooked the village. "Westly, what is your rank? I have not been able to look at the ranking records just yet with all this paper work..."

Westly cleared his throat, and seemed to avoid looking at Kashin directly. "That's um... more complicated than it should be...." He took a deep breath and nodded towards the pile of paperwork. "Officially, I am a Chuunin. That being said, there's a form in there requesting a Specialist's license, which I submitted seven months ago, and another form requesting transfer to the medical division, which I submitted two months ago. Also, I have my Jounin practical examination later this week, and I'm..." He coughed, dodging around the topic of various quasi-legal gambling rings, and what they thought the betting odds on him were. Excellent statistical information, but it raised questions about what exactly he'd been doing that he knew them. "Well, suffice it to say, my odds are good." He swore mentally. He shouldn't have mentioned odds.
He tried to change the subject. "As you'll note in my personnel file regarding field experience, I've consistently performed exceptionally as a commanding officer, even far in excess of my own personal combat abilities and what was expected of my rank. During the--pardon the pun--chaos of Chaos's first attack on the city, for example, I rallied the other Genin--as I was only a Genin myself at the time--and organized an evacuation of the civilian population. In my first ever training mission, Aona, my Jounin instructor, was incapacitated by an enemy ANBU, and I seized command of the situation. Out in the wilderness as we were, I radioed for assistance from another nearby Jounin team--Kei's, if you're curious--rather than wait for our own ANBU to arrive from the village proper, then engaged the enemy with the intent of stalling him until reinforcements arrived." Westly's mouth closed with an audible click. He enjoyed recounting tales of his exploits entirely too much.

"Ah yes.. that's right, now I remember... You and I butted heads at the Jounin/ANBU meeting..." A smirk slid across his face as he thought about that day. "You most certainly have been trying to make a name for yourself haven't you?"
Kashin paced along the window looking at Westly. "Are you still looking into joining the medical division?"

Westly nodded. "An army cannot survive on soldiers alone. Tacticians, scouts, spies, saboteurs, supply convoys... and yes, medics. We have enough soldiers already. I have no stomach for personal combat, and little talent there. Ideally, I'd prefer to do something along the lines of the ANBU--espionage and support work--but in the meantime, the closest thing we have to someone who doesn't specialize in personal combat would be the med-nin."
Not quite an enthusiastic yes, more of a 'Not really, but it fits me better than the alternative, so sure, why not?'
"I've been pulling shifts at the hospital to try to make up for my lack of formal training thus far," he concluded. "I've demonstrated some unusual capability in, ah, Psychological Surgery--for lack of a better word for the medical applications of Genjutsu--but my best jutsu is still a wide-area battlefield control technique."

Kashin perked a brow and nodded his head. "Now what does that technique entail?" The gears were turning in Kashin's head as a new idea came to mind.

"Faerie Raed," said Westly. "I won't bore you with the details, but it's another of my Mist/Genjutsu hybrids. It blinds all foes, dampening all their senses down to the point where they can hardly perceive anything beyond a few feet around them. On the flipside, to all allies, it provides unmatched communication, logistics, and tactics. I can relay almost any information necessary to our allies when the jutsu is active: the location of hidden foes, status of allies and enemies alike, I can direct combination strikes and flanking attacks... You'd understand faster if you saw it in action."
Westly coughed. "The, uh, downsides, though.... Well, while the jutsu is active, I'm practically helpless. It just requires that much concentration to filter and disperse that much information, to say nothing of the chakra control required. In other words, completely useless in single combat."
His eyes lowered. "I've yet to have the opportunity to implement it," he said. "Since I've developed it, I've fought in one battle where Chaos was negating all Chakra use for miles--I'm developing a countermeasure for that as quickly as I can--and in both others, the girl Kinala was present. It would appear that she can see through genjutsu, and even perceive the effects of genjutsu placed on others. For example, I used an auditory illusion on Soul at one point to say something to him silently, and Kinala responded to it aloud." He paused uncomfortably. "I think the rest of her family can do the same. Cheh. Bloodline Limits," he spat, making it sound like a curse.

"Well it definitely sounds like you are working on something that may change the way we take on our opponents." Kashin sat back in his seat. "There anything else you would like to discuss Westly?"
