Evaluation considers nobility, but strongly discouraged, military rank, citizenship, notoriety, education, experience in administrative law, and history of organization recruitment. As for Council members, those would not be considered for nobility, outstanding military rank, or any previous position within a special division. Everything else will still be considered under the same strict evaluation process. Non-gender biased. Training process includes written evaluations, presentations, and public speeches, and will all be part of the integrative procedure. The other part includes familiarization with governmental policy, Britannian foreign exchange, regional and district management and administration, communication, and direct evaluation by each head of government (includes internal matters, i.e. what to report, how to do it, et cetera).
Would thereafter be assigned to begin working as an administrative assistant. Then promoted to administrative officer. Then evaluated again for the next, and final, promotion: administrative chief. Then be chosen, if outstanding enough, to be part of a large selection of other admin chiefs, to then finally be inaugurated, if chosen, one of the nine new members of 'x' council. Recruits apply for a position in ONE of the branches, not 2 or all 3.

The SMH is the spine of Britannian affairs - internal and external. They are the ones who receive and respond. The three appointed Magistrates are treated and regarded almost as royalty, as they have all of Britannia's influence mounted on their shoulders. They are the ones who lead, but follow the Emperor's direct commands. Take solicitations and put them to work wherever.
Organization/Operation Flaws:
The enormous influx of solicitations and overrides made by the Emperor may cause delay in operation, but not retrieval. Their database may be nearly limitless, but the bulk of solicitations never decreases. Expectations run critically high there.
Background Information:
The SMH is an administrative center for all things affecting and dealing with the Holy Empire of Britannia. It was established and founded by the first Emperor and Empress of Britannia upon the final implication of the empire. Major (therefore VERY general) grounds covered are: Foreign affairs, Domestic affairs (religious buildings [funded and partially run by them], agriculture, landscaping, construction, inland security, etc.), and direct association/regular meetings with the Royal Family. The Emperor is rarely seen within the actual establishment, but there is a special chamber where only the Magistrates are permitted to gather to initiate an virtual audience with the Emperor, himself. Such requests don't go openly announced, either. They are received by private means, as almost always transferred by a member of the Rep. Knight of Rounds. The information coming in an out of the SMH is strictly confidential to special division forces, but may be leaked (if necessary) to smaller factions for advance notice. Sentencing, executions, and court trials are held here. It's also a place where a lot of the intergovernmental conflict starts due to their deceptively brash "negotiations" with other countries. Much of the oversight that goes on is directed by Magistra Rutella and her firm grip over some executive and legislative influence. The other two work hand-in-hand as far as legalism and funding goes within the empire, and are able to call for immediate alert to any special forces or divisions. The three, however, make up Britannia's source of income and outcome. They break everything down and create building blocks to later place everything wherever it is needed. The three Magistrates are ruthless in decisiveness, efficiency, and combat.
The SMH is also specially connected with the Valkyrie Special Division, doing practically all the funding for its military arsenal and the like. They work in unison during a time of critical non-responsiveness by the other Britannian forces of the empire. Although the SMH funds all the military factions and organizations alike, they do not control them or are in any position to give direct orders. Their military, however, is theirs to command and rule over - not affected by royal order (outside of the appointed Prince of Princess of the SMH governance) that is NOT of the Emperor, himself. The three Magistrates are more active in the military aspect of the SMH. They handle all the orders of their respective special divisions and are answered solely by their appointed generals. They are no different than what royalty is to any other military group, except they are direct property of the Emperor and are in the same level as the appointed prince or princess. The reason being is that a royal family member is needed for oversight, in spite of the implied loyalty the establishment holds to the empire. After all, it IS the nerve center of the empire.
The Magistrates consider any orders given by the appointed family member, but do not often go EXACTLY with what he or she proposes. They are impeccably loyal to the Emperor, but treat the building like their very own territory to command.
