It's hard to get a definitive order, I think. Certain matchups can favor a weaker ninja over a stronger due to how their fighting styles interact. Westly's at a disadvantage against Wind-nin, for example, because they can disperse his mist. No, Westly's probably not on the list, but it's a good example.

I agree with you up to 4. This is how I think it would be.
1. Chaos
2. Masamune
3. Azure
4. Kashin
5. Kei
6. Soul
7/8. Manndar
7/8. Taka
9/10. Aona
9/10. Sachi.

Someone wanna maybe extend that to a Top 20? I'm thinking maybe Westly's closer to making the list than I thought. You know, now that half the competition has wandered off. I mean, seriously, who would go above Westly/Harou/Tougura but below Aona/Sachi?

I'd say we would be the next three in line...to be honest.
Then again, the only secure positions on this list are Chaos, Masa, and Azure.
Everyone else relies on some-form of counter-able technique.
At this point, I'd range Tougura anywhere from 13 to 7. Hell, I can just imagine the impressive flow of counters that would come from intercepting one of Manndar's techniques <.<
something like:
Manndar: Punch
Tougura: Intercept punch and use force to throw Manndar.
M: Use the throw to kick Tougura in back
T: Turn and knock the force of the kick sidewards while throwing a punch upwards.
M: Catch arm and use legs to put it into one of those stretch-submissions where you either give or lose the arm.
T: Let the arm/shoulder be dislocated and deliver a strong punch to Manndar's kidney.
...etc.
Yeah, I have quite the imagination...

On principle none of the chuunin and lower rank shinobi should be on the list. I know Tougura and Westly are both talented ninja with a lot of skill and even more potential, but when it comes down to it having a rank above you automatically puts jounin as better.

In theory, your rank only determines your potential power.
Anyone can be beaten by anyone else, regardless of rank. Of course, this doesn't include those at the top who, more or less, have achieved some form of unkillable godhood (Chaos is a giant plant under Gaioh; Azure is some form of Angel; Masa is a ******** phoenix).
There is no "automatic" about it. All battles are decided by use of the resources provided (IE: Environment, Jutsu, Equipment, Knowledge, Wit, Strength, Experience, Luck, and, since this is an RP, Writing Skills). Most of the time, those of higher rank have more resources available to them, but that does not mean that they cannot be beaten by those of a lower rank.

I had originally intended to go a different route with that. Chaos gave me some feedback on it and it kind of evolved into something like a demon. Now I plan to use it for an event, if Chaos' event ever ends... -.-;;

The only chance I'd have to be on a list is if it was excluded to top 10 gennin and even then only if you include the active ones and even then I might be lucky to squeek by
