I see only one issue with this. What about those that only make a racist or sexist remark only once? Shouldn't the CC at least look into the reason why it was said and make a reasonable punishment for this? If there is reason to go ahead with this (like blatantly saying racist and sexist things continuously), I don't see a problem as long as the mod doesn't go trigger happy and keeps a documented notice of why the said member was banned.
I would like to propose a more specific rule on what is to be done by a first time offender when it comes to sexist/racist remarks.
Proposed Rule 2:
Punishment: Probation for first offense racist or sexist remarks.
Rule: For members who make a sexist/racist remark within or outside of the guild for the first time, a case will be made of the incident and the CC will review whether or not the member in question was actually at fault and the severity of the issue. If the member is proven at fault, a probation period will be drawn out by the CC for the member. The rule was already passed, as all CC members (and everyone outside the CC but Curse) liked how it was presented in the main forum. The rules as it was voted is in the Rules sticky.
As I said to Curse, I expect mods will use some amount of judgement on these issues, and if they are gonna go banhappy, then rules won't stop them.
Maybe you would like to write up some rules regarding 'responsible modding'?
