Because of the abscence of mods I would like to propose the following:
Motion 1:
The ability of the Chair and Vice Chair to appoint 'Commissars'.
Commissars are temporary moderators, appointed by either the Chair or Vice Chair of the guild. As such, they have all the rights and responsibilities of moderators including, but not limited to, the right to vote on the CC and to punish people according to the rules of the guild.
There can only be two ( 2 ) Commissars appointed at any time, no more and no less. Their commission lasts for seven ( 7 ) days, at the end of which they must be demoted. No member can be appointed Commissar twice in a row, and they cannot share their commission with the same member that they did previously.
The Chair of the guild can only appoint Commissars if no more than one ( 1 ) other member of the CC has posted in the CC during the last five ( 5 ) days.
The Vice Chair of the guild can appoint Commissars if no more than one ( 1 ) other member of the CC has posted in the CC during the last ten ( 10 ) days. The Vice Chair may not appoint Commissars if the other active member of the CC is the Chair.

Implications of this rule:
*While there is low activity on the part of the CC, the Chair is able to provide moderators to deal with important issues or merely to vote on something that needs to be voted on.
*Because the Commissars are appointed, it can give the Chair or Vice Chair increased influence within the CC. Hopefully this will be tempered by the limited duration of the commission, and by the gap between appointments, as there must be at least 5 days of low activity within the CC prior to a new commission.
*In addition, because no one member can recieve a commission two times in a row, this will necessarilly limit who can be picked, and thus help limit 'packing' the CC. In addition, because no one can be given a commission twice in a row with the same person, it means that there is still more limited choice available.
As a practical example, to dispel any misunderstandings:
the CC is made up of members 1C, 2V, 3, 4, 5
only 1C and 3 have been posting in the CC for the last 5 days, so 1C decides to appoint A and B. At the end of their 7 day commission, they are demoted. Now 3 is no longer posting, but 4 is, so after a further 5 days, 1C appoints C and D.
However long it takes, the next commission can not have anyone from the previous commission ( C or D ), and can pick either of the two from the first commission ( A or B ), however, if one of them is picked, the other cannot be picked, because they served together in their immediately previous commission.

Motion 2:
If more than one CC member does not post for fifteen ( 15 ) days straight they can be removed from the CC by a majority vote of the rest of the CC.
This vote will take place over a twenty-four ( 24 ) hour period and will require a simple majority, thus, a minimum of two ( 2 ) 'demote' votes.
If this results in less than three ( 3 ) members of the CC, a vote must be called to fill that spot from a list of three ( 3 ) candidates chosen by the CC. If only one ( 1 ) member of the CC has posted in the previous fifteen ( 15 ) days and an election would be constitutional, i.e., no less than two ( 2 ) months after the last election.
