Well, A thought came to mind, which was to create a department to study and research magic. This is a place to test out new spells, and such.

(((Ah-hum.... Please don't take this the wrong way, but uh..... Attacker5... Are you ACTING dumb? Or are you really this bad at roleplaying? Because i know people who ACT like Illiterates... And you actually fit a bit of the criteria...)))
(((Either way... I'm gonna disregard that last post and make a post here myself as Xeg...)))
Xeg walked into the newly opened Department of Magic, headed by Kaneharo. There was very few people here at the moment, but that was mostly because people at the GML were gear-heads, not Mages or Alchemists or summoners and the like.
Finding a table, and declaring it as his own, he went over to the various large cabinets at the side, where spell reagents were stored. Opening random cabinets, he explored the various amounts of Dusts and plant matter and essences. Picking up a few components that he recognized, he went back over to his table and started mixing them together.
After an Hour of pounding, scraping, boiling, and mixing, he had constructed one of the most basic magical liquids, an Ether. The casual observer might think that making something like an Ether was a relatively quick work. Compared to other potions, it was. An Hour was actually pretty good time too, considering his seven year vacation from having to mix his own.
Satisfied, he poured the bottle's contents into one of his own containers, and stored it away for himself later.
Heading back over to the storage, he pulled out a few more reagents. Time to start Experimenting.

Gear poked his head in sheepishly and looked around. He was no fan of magic. If there was anything that gave him consistent problems, it was magical attacks. Not that he shouldn't feel safe on the League compound, but still. He finally straightened up and walked in. "Hi, all." He said, just taking in the new building. It was rather nice, and sturdy enough, he figured, to maintain stability if, say, a dragon appeared inside and started trying to wreak havok.
Or at least, he hoped that was the case.
"So, how goes the...magic?" he asked. Why was he so tongue tied? Oh, yeah, because he'd gone into the den of one of the few forces in this world he had very little defense against.

Xeg was in the process of trying to mix exact amounts of ingredients into the mixture he had, while trying to continually calibrate the flames to give off increasing or decreasing amounts of heat, depending on where in the concoction's instructions he was. Of course, he was really just winging it, with his knowledge of components and how they react, he was making an experimental potion that might have transformation qualities.
Then Gear walked in, Xeg got distracted, and the concoction literally blew up in his face. With his hair spiked up in the front and his face black with soot, Xeg turned to Gear and said. "The Magic goes Questionable. Veeery Questionable." He said.
He noticed Gear's increased nervousness inside the magical wing of the building. He knew very well why. During his first weeks here, and continually throughout his stay, he had seen Gear in Combat fervently falling short when it came to dealing with Magicians, Wizards, Summoners, and Enchanters of All kind. Not to say that Gear didn't Win, just didn't met expectations. Xeg knew, from having faced Gear in combat himself a couple times.
Scooping all of the materials on the desk into a Hazardous waste bin, Xeg took the concoction and dumped it into a vat of Hydrochloric Acid, which would negate any botched effects from the potion if it were to, say, be tipped into someone's drink.
"So Gear, pretty Brave of you to step into the Lair of Explosions and the like. What brings you down here? A Desire to know about what your up against?" He said.

"Something like that," Gear said with a nervous grin, not sure if he wanted to reveal his true purpose. "Magic seems unpredictable, but like any science, it has to have constants. It can't all be variables, or no one could control it. It would be nice to know what those constants are."

Xeg laughed, wiping the soot from his face. "Haha! We have one who wishes to learn!"
Xeg pushed his hair back down as he walked over to Gear. "The rules of Magic may vary, depending on what type of Magic you practice. Say, the difference between mine particular branch, and Kaneharo's, Some laws, though, are set in stone for all types. The very basic one that all apprentices first learn, is that what you can do with Magic is determined by your physical and Mental Strength. Exceed what you can do, and you die. No Exception. Another thing is that affecting something with magic a long ways away, say, a mile or so, takes more energy than if you were right up close to it.
"Another blocker is that you can really only do what you know the words or recipes to, such as the case with magic that requires language of any sort. There are a few branches, like Wielder's Pyromancy, that allow him to control fire in a similar effect to magic without speaking anything at all.
"Now, I guess you should know this, because it would be some comfort to you, that mages like me cannot affect people directly. That's to say, If I was dueling you, i couldn't just pinch off an artery in your brain and be done with it. Part of it is to do with that all sentient creatures have a bit of magic in them, enough to block out spells from directly affecting them. Usually I could overcome this with enough power, but not you, because your machinery that you keep on you amplifies this affect."
Xeg stopped and looked thoughtful for a moment. "The Sages in Twilight Hall might Castrate me if they found out I was telling you all this without you being a formal apprentice. Out of Curiosity, are you asking for this knowledge because you merely wish to understand it better, or because me or another mage might have to blow you away at some point or another? Like, I dunno... In the upcoming UMC Tournament or summat?"

"Nothing like that," Gear assured. "I--uh..." Gear leaned in close. "I have a personal...vested interest in understanding the tenants of magic," he said. He leaned back and folded his arms, not sure if his message was received fully.

Kaneharo came into the Department's building. Made using his own magic, it kind of had his take on what the building should be, part of which involved casting a charm that would raise the skills of an alchemist to where their skills wouldn't backfire in the worst way. He had also made sure that there was a library of various things, such as herbs and various books on magical items and where they could be found, the most powerful of which were restricted to himself and high ranking members of The League.
He had seen Xeg working on what appeared to be an Ether potion, and Gear seeming quite nervous. And a person he hadn't quite seen about to get his comeuppance by a grenade.
"Hello, Everyone, I am sure that the accommodations of this department are to your liking?" Kaneharo said, throwing his hat onto a wall, hanging neatly due to his own magic.
"I prefer to think of magic as a form of.... spiritual energy, if you will. Everything and Anything can have the potential to use magic, provided it has the will to, and a spirit. Technically, I'm saying that everything is magical in some form or another. Gear, for example, you are a science man, are you not?"
He walked over to a table that happened to have what appeared to be a bunsen burner, and turned up the gas. Waiting a few minutes, as he collected the gas and kept it contained using his own magic, until he had enough and turned it off. He lit a match, and put it near the magic balloon. It pops, but instead of the usual fire explosion, steam came out.
"What you seem to have seen was me filling a balloon with natural gas. This is true. But it just as easily could have been a mixture of hydrogen and water, forcefully combusted by a flame to become water. What this proved, was that with magic, anything can happen. The same can go for science. The only difference, is that Science applies to what things you can discover and already know, and that Magic is whatever you imagine, made possible. But what if you didn't know that fire was hot? what if you didn't know ice were cold? Science would attempt to explain it with logic, Magic would throw it out the window. Magic may seem unpredictable, but if you know the mentality of the person casting it, it could be quite predictable. Science is simply magic in a controlled form, taking what you know happens because someone discovered it a long time ago. Long ago, people believed the earth was at the center of the universe, until one person stated otherwise. How do we know if the former of which were true or not just due to the mental will of an entire worldly population? It's simple: Magic. It's what moves all things."

"They could make a 30 minute TV show out of you," Gear said. "All you'd need is a bowtie and a laboratory set." She shook his head for a few moments before stepping away from Attacker, who was rather pleasantly tossed across the room in a smoking, yet non-lethal heap. He ushered his two teachers to follow. "So what gives someone the ability to control these forces? I, for example, haven't had any...experience in trying to control the flow of magic. I just shoot lasers from my ears. If you say everyone's capable, then how would one go about discovering that type of ability and how would they control it?"

"In a manner that's both simply and not so simply put, you have to have some sort of an imagination. Secondly, you have to be able to recognize the energy flowing through yourself. judging by your tools, you have an inkling of it, as most of your spiritual energy goes to your head. While this is good for an inventor, or a creator of anything for that matter, there is a lot of excess unused energy. The Will doesn't come from the mind and brain alone. It also comes from the heart. This is why many wizards live for extremely long amounts of time, as the energy flows through and augments it. So to assist, you must meditate. With you, it's a rather easy case. But those who rely on brawn rather than brain would have a more difficult time."

"Well, I hope I've got enough for the brain requirement," Gear said. "Anyway, thanks for the info. I've got to get going, there's a meeting in the TOC in a few minutes. If I have any more questions, I'll ask." With that, he rocketed out the door and into the sky.
