Otogakure, or the land of sound, was created by Orochimaru, One of the great sannin of konoha. Otogakure was never fully accepted as a country by the Kage's. Therefor, enraged Orochimaru killed many as to accomplish his title as a kage and his journey to immortality. ( Which if you all have been keeping up with your manga, youll know that it ended horrible for him xD )
