this is the Village of Artisans rules
all ninja out side of the Village of Artisans will only enter the village by exsort by two anbu if eney ninja poses a danger twords kage or members of the village the ninja will be exiled and transported out of the village using commen manners or by forse.
other wises permistion to enter by the kage will alow the ninja to free rome.
note:
this village is under ground and all t most jutsu the village members use are earth related so while under ground the members of Village of Artisans have the uperhand even if you are a kage or not
eney place marked by ''under ground'' can not be reached only by walking thru the main gate witch is closed at all times people can enter only if invited to enter, or is a member of this village.
