Okay I beaten FF8 many times, then, I played Dissidia..... Does Ultimecia have a Russian accent in 8 from her short speech before battle?

No. She has a fake Russian accent. She pretends to sound Russian, but she slips up a few times. (that may be editor error, but it makes since with Dissidia)

I think it was just a translation thing... I'm pretty sure the Japanese Ultimecia never had anything unusual in her pronunciation in VIII, let alone Russian. I've no idea why they'd have put it in (to make her sound evil?) or why Ultimecia would have done it herself... I mean, I could come up with something plausible, but it'd be total BS.
...It was kind of cool, in any case.
