Method(s) of Operation is too vague.
Base of Operations is far too vague... for even being vague... nearly every other approved/unapproved ones have at least a little more, but the more secretive ones well... it's rather obvious its a secret.
Chain of Command... I'll comment on it after you put it up...

The rest.... does not match up to the standards of an organization. It matches more so of a group instead.
