Arena Development
Unknown to most people, the Council House has a secret basement. The entrance, which is only a wooden door located in the back of the building, is only known to a selected few, the Judges are obviously part of this elite group. Although the entrance is in plain view, a lot of people choose to ignore and quickly dismiss it as an useless door.
This place, known as the Arena Development room, is where all the judges gather in order to discuss possible arenas for the following matches in order to test each contestant's abilities.
As you go down the stair, you see a dimly lit room with a round table in the middle. There are three huge screens that surround the circular room. In front of each seat, there's what resembles a laptop where the judges can check each and every single arena's information. There's also a projector in the middle of the table that can display a full 3-D view of one arena at a time.
At the very back of the room lies an elevator that leads directly to the Council House above through a secret opening on the floor. In order to summon the elevator from the inside of the Council House, one must tap the floor a certain numbers of times in an specific spot. That way, the Judges are able to go back and forth between the rooms without having the need to step outside, if they so desire.
