Well...speaking from someone who's guild is also doing a remodeling....
Decide what you want the overall theme of the Guild to be. Do you want to gear toward a certain genre, like Anime or Movies, or do you want something along the vein of Why Not?, where everything goes.
Once you've got that down, advertise. Advertise, advertise, advertise.
Links in Sigs, flobs, however you feel would be most effective. Folks can't check out a Guild that they do not know is there, and the registry is HUGE. Odds are unless your on the first few pages of a search, you may not be found.
That's all I have right now. If I think of something else, I'll toss it in :3

You know, sometimes I go to "Forums" and then click "Search" just right under "Art Arenas" and type in a keyword. For example, my guilds are about Aerosmith and The Doors. So, I go there and try all the different categories. I may type in something like "The Doors". Since "Doors" is a pretty common word, I may narrow it down to something more specific such as "Jim Morrison". Invite as many people that you see have an interest in what your guild is about. I usually make sure to see how active they are before inviting them because some seemed to have created their account and never came back. Hope this helps a bit.

I do things like that too =3
basically, I go into the forums and then into the "registered guilds" area, and invite every guild captain I can find in the ad threads for a few pages.
Or I go to the registry and scroll through the pages, inviting captians that way... >.> but I've gotta say, it's quite a pain to do it that way D= I'm only on page 14/1678000... however many pages there are >.>
