I've been giving it a lot of thought lately. What would it be like if Turks could date? If SOLDIERs could date? Maybe I'm just giving it too much thought.
SOLDIERs I believe that SOLDIERs could date someone special, that they can get married, have children, etc. They need something to fight for that's a little closer to home. I don't know about SOLDIERs dating SOLDIERs or other ShinRa personel... I suppose it would against protocol, but I also don't think that particular protocols would matter much to them or their superiors, and this might be one of them (fangirls hope so, at least). I imagine having a relationship would be difficult, seeing as how they would be required to keep certain information from their lover, but there are many jobs that require such silence and secrecy, and even real-world soldiers are allowed to marry and such...
Turks But Turks, I think, are a different story. They need to be devoted solely to ShinRa it seems. Even if the Turk consider the person a simple fling with no real emotions involved, even then, s/he have to find a way to disappear without their lover discovering the truth or getting angry at him/her [talk about blackmail]. Loose ends like this don't seem to be worth the trouble, from the ShinRa standpoint. Also, if that person were to be discovered in a relationship with a Turk and were therefore kidnapped, they could be used against that Turk. Naturally, a Turk would choose ShinRa over the lover, but think of the emotional trauma that would accompany such a thing. The Turk might grow to hate the company out of bitterness and turn against his/her colleagues. The only other option would be to defect from the company, but that would mean the both of them (Turk and lover) would be silenced, meaning the loss of a Turk. Again, I don't think ShinRa would stand for such a thing. It's best to keep things neat and tidy. Think of this, as well: If a Turk was seeing another Turk, and relations went bad or stale between them, and then they were sent on a highly-prioritized and delicate mission together... How do you think that would affect their teamwork? Sure, Turks are professionals and the best of the best. But if someone slips up just a tiny bit... So it sounds like a "no;" No in-house relationships unless it's purely physical (because all Turks need to be and therefore are mutually unattached -- but even this would be tricky, because falling "in love" seems to be so easy). If a Turk was dating a ShinRa employee, MP, or member of SOLDIER, that could also be catastrophic. What if the employee needed to be "taken care of"? A Turk would either have to deal with the consequences, defect, or defend his/her lover. It's a riskShinRa can't take. Essentially, it's like seeing someone outside the company, as well, except that for a little while, the Turk or the Turk's lover would be open to manipulation by the other for advancement within the company. As far as children are concerned, I think the Turks could be allowed to have them, BUT! it would have to be sanctioned, cleared, and endorsed by the president of ShinRa. It'd be a gamble, since children are -- for the most part -- defenseless. They could easily be kidnapped and used against the parent. Even if the child was trained, the same could still happen. If it were allowed, it would probably be to the benefit of ShinRa -- raising a Turk, raising a SOLDIER... You'd end up with another Sephiroth or another me! ;] It's just another part of being a Turk, it seems, and the Turks would know what they were signing up for when they initially petitioned ShinRa for their positions, or however they were recruited, but I can imagine that it would still be hard...

Though it never seemed to go far there was a little bit of affection blossoming between Tseng and Elena towards the end of the original game, it never gets far and is never broadened on later in any of the compilation, but it is there.
And for the director to start looking? It can't be ALL taboo. As it stands i think the Turks would put their job WAY before any intimate relations, what with Tseng (And Cissnei) putting their jobs before Zack for quite some time before having a change of heart (too late!). I tend to agree that i cant see any form of relationship lasting too long if one did occur for a Turk, they're too devoted to their work.
Post-Shinra though, i'm sure they could take some time off to fish the pond a little XD
As for SOLDIERs, i cant see why a relationship couldn't occur, no one ever protested Zack's visits to Aerith, Kunsel even actually covered for him while he went to see her, so i don't see any complications outside those which are encountered by actual servicemen today. Keeping a family would be tough, because they're always being sent away on missions and what not, but provided they had a patient and understanding partner, its not beyond their grasp. SOLDIERs seemed considerably less inclined to putting their work above their personal endeavors, but i guess that's because unlike the Turks, their director was no one to look up too razz

It's quite possible they were allowing Zack and Aerith's fling to go on because she was an ancient and they wanted to use her, or at least organise something to that effect. I'm not sure if SOLDIERs are all that free. Kunsel did have to cover for him, and that would probably have meant doing his missions, PR, meetings and such and so forth, until he reached 2nd and 1st class that is. But then again, they are like our soldiers of today, so I guess it wouldn't be hard, but there are a probably few more restrictions I'd say.
Unless our soldiers can cast Fire...
